What's changing for New Zealand trade businesses.

The rules around liability, warranties and consents are being rewritten. We track what is actually proposed, what stage it has reached, and what each change would mean for the way enquiries, quotes and promises get handled day to day.

Nearly everything here is a bill, not law. We say so on every page, and we are not qualified to advise you on compliance — for that, talk to your licensing body or your lawyer.

Four proposed building and trade law changes, and where each one actually sits

Four changes to building and trade licensing law are moving through the New Zealand Parliament. None of them are law yet, so here is what is actually happening and why it matters to how you handle enquiries.

A proposed shift to proportionate liability makes your paper trail worth more

A bill that has not yet passed would change who pays for defective work, and for how long. It is a good moment to think about what your business can actually prove.

A consent exemption for small dwellings — and what it could do to your enquiries

A building consent exemption for small standalone dwellings up to 70 square metres has been proposed, targeted for 2026. If it takes effect, it could change the shape of the enquiries builders receive, not just the paperwork behind them.

Plumber and drainlayer self-certification: what's actually being proposed, and what it would change at the front desk

Two bills touching plumbers and drainlayers passed their first reading in November 2025. Neither is law, but if either passes, the interesting effect for a front desk is job mix and scheduling, not paperwork.
